Regardless, the whole point is that the red beret is just that, a red beret - not a street fighter, not some joe-shmoe off the street. He is an actor/agent of the government. He does NOT HAVE THE RIGHT to use that type of force on citizens. He can use force to restrain, and the guy behind Martirosyan does just that, restrains him.
